Each beta release presumably focuses on bug fixes and security enhancements, with no major new features expected to arrive to iOS, iPadOS, MacOS, tvOS, or watchOS. It is possible that macOS 10.15.3 will resolve some of the lingering problems with Catalina that have persisted across existing releases for some MacOS Catalina users.
Apple releases iOS 13.3.1 beta 2 and iPadOS 13.3.1 beta 2
Apple usually goes through several beta versions before issuing a final version to the general public, this could suggest the final builds of iOS 13.3.1, iPadOS 13.3.1, MacOS Catalina 10.15.3, tvOS 13.3.1, and watchOS 6.1.2 are still some weeks away.
The latest builds can be acquired by developers in the beta-testing scheme via the Apple Developer Center, or as an over-the-air update for hardware already using earlier beta builds. A public beta version of the releases is expected to start arriving soon, and will be available through the Apple Beta Software Program website.
As release notes for each of the betas advise there are "no release notes" available, it is unknown exactly what the updates will consist of, other than expected bug fixes and performance improvements. The incremental naming of each operating system strongly lends itself to these being maintenance releases, rather than updates with larger feature changes.

The release of iOS 8.1 brought support for the iPad Air 2 and iPad Mini 3, and the release of iOS 8.4 brought support for the iPod Touch (6th generation). iOS 8.3 was the first version of iOS to have public beta testing available, where users could test the beta for upcoming releases of iOS and send feedback to Apple about bugs and issues. The final version of iOS 8 was iOS 8.4.1. iOS 8 was succeeded by iOS 9 on June 8, 2015.
At the time of publishing, Apple has yet to release a new iOS beta and, if iOS 13.3.1 pans out to be as solid as is initially appears, there will be no rush to release iOS 13.3.2. This would allow Apple to focus on a feature-focused iOS 13.4, which would be good news for everyone.
